Chapter 18 - The Rose Protocol

Three years after the arrest, Clara stood behind a wooden podium inside the State Capitol building, addressing a crowd of law enforcement officials, medical professionals, and social workers.
Beside her on the stage sat a large banner that read: THE ROSE PROTOCOL: Mandatory Screening for Coercive Control and Financial Abuse.
“For too long, domestic violence has been defined only by broken bones,” Clara spoke passionately into the microphone. “But there is another, quieter form of violence—one that uses bank accounts, legal threats, and psychological isolation to destroy a mother before she can even hold her child.”
The Rose Protocol—a statewide initiative drafted by Clara, Nora Vale, Dr. Mercer, and myself—was officially being signed into law. It mandated specialized training for hospital staff to recognize signs of financial and coercive abuse in pregnant patients, providing them with immediate, confidential legal protection.
In the front row of the auditorium, three-year-old Rose sat on my lap, wearing a yellow dress and swinging her red shoes back and forth.
“Is that Mommy up there?” Rose whispered loudly, pointing her tiny finger at the stage.
“Yes, my sweet girl,” I whispered back, kissing her soft cheek. “That’s your mommy. She’s changing the world.”
After the ceremony, Detective Ortiz and State Attorney Julian Reeve walked over to congratulate us.

“You built something incredible here, Marian,” Julian said, shaking my hand warmly. “You turned a night of horror into a shield that will protect thousands of women.”
“I just did my job, Julian,” I smiled, watching Clara pose for photos with the governor. “A mother does whatever it takes.”
