Chapter 43 - The Legislation

The atmosphere in Washington D.C. was entirely different from the corporate battlegrounds of Chicago. It was a world of marble pillars, heavy oak doors, and political maneuvering. But I was not intimidated. I had survived the absolute worst of human nature; a few politicians in expensive suits did not scare me.

Arthur, Chloe, and I spent a grueling week in closed-door meetings with senators, legal aides, and policy drafters. We poured over the intricacies of "The Phoenix Act," ensuring that the language was airtight.

"We must close the loophole regarding joint marital accounts," I argued passionately during a late-night drafting session with the committee's lead counsel. "Currently, if a husband drains a joint account, it is considered a civil dispute. But if he uses that money to isolate his wife, to hire private security to track her, or to deny her access to basic medical care, it is an act of violence. The law must recognize the intent behind the transaction."

The lead counsel, a sharp, older woman named Senator Hayes, nodded in agreement, scribbling notes furiously.

"Ms. Lawson is entirely correct," Arthur chimed in, pointing to a stack of case files we had brought from Chicago. "In the Vance case, the abuse was entirely hidden behind the guise of 'asset management.' The Phoenix Act needs to grant federal investigators the immediate authority to freeze offshore holding accounts if there is a demonstrated pattern of coercive control."

Senator Hayes leaned back, looking at me with deep respect. "You understand this machinery better than anyone I have ever met, Maya. Your testimony tomorrow is going to be crucial. You have to make the committee understand the human cost of these financial crimes. You have to make them feel the trap."

As we walked out of the Capitol building into the warm evening air, I looked up at the illuminated dome. Tomorrow, I was going to broadcast the truth to the entire nation.
