The elevator shuddered to a halt in the deserted, dimly lit lobby of an old financial building. Elena, Jax, and Chloe slipped out into the pouring rain of the Manhattan night, blending instantly into the chaotic urban shadows. They didn't return to Elena’s SUV; it was a burned asset now. Instead, Jax led them to a secure, windowless safe house located in the basement of a functioning meatpacking plant in the Bronx.

The room smelled of bleach and cold concrete. Jax locked the heavy steel door and immediately began setting up proximity alarms.

Elena cleared a metal table in the center of the room. "Let's see what Arthur died for. Chloe, open the ledger."

Chloe unzipped her waterproof bag, her hands trembling slightly as she pulled out the leather-bound book and the hard drive. She placed the book on the table and carefully opened the first page.

The ledger was filled with thousands of handwritten alphanumeric codes, offshore routing numbers, and weapon inventory manifests.

"It's an accounting book for illegal arms trafficking," Chloe whispered, tracing the lines of ink. "But it’s not just small arms. They are moving guided missile systems, drone technology, and classified stealth armor. And they are selling it to sanctioned terrorist cells across the globe."

"Look at the routing columns," Elena pointed to a recurring symbol next to the massive financial deposits. "The money isn't just going to offshore accounts. It’s being funneled directly back into the domestic political campaigns of high-ranking military officials. Project Obsidian is funding its own political armor."

Chloe booted up her laptop and plugged in the encrypted hard drive. "Let's see if the drive holds the names behind the accounts."

She ran a decryption protocol, her face illuminated by the stark blue light of the screen. After a tense few minutes, a master directory opened. It contained detailed dossiers on the leadership of Project Obsidian.

Elena leaned over Chloe’s shoulder, her blood running cold as she read the name at the very top of the syndicate's hierarchy.

General Marcus Thorne. Chairman of the Joint Chiefs of Staff.

"Thorne," Elena whispered, a lethal fury tightening her jaw. "He was Arthur’s commanding officer. He gave the eulogy at Arthur’s funeral. He stood in my house, held my hand, and told me he would find the men responsible."

"He sent Arthur into an ambush to silence him," Jax growled, slamming his fist against the concrete wall.

"He thinks he is untouchable because he wears four stars," Elena said, loading a fresh magazine into her rifle with a terrifying, mechanical calmness. "We are going to prove him wrong."
