Chapter 26 - THE FOUNDATION’S NEW RULE
The Collins Record Fund grew beyond Harper.
That was the goal.
And the fear.
Donors wanted visibility.
Politicians wanted photographs.
Banks wanted partnership branding.
One national foundation offered five million dollars.
The contract contained one dangerous clause.
Donor approval over public litigation involving partner institutions.
Madeline rejected it immediately.
The board hesitated.
Five million dollars could fund hundreds of lock changes, audits, and legal cases.
Harper read the clause.
“It buys silence.”
The donor representative smiled.
“It protects collaborative relationships.”
Harper looked at Chloe.
Now a board member.
Chloe asked, “Would we need approval before suing a bank that mishandled a minor account?”
“We would initiate dialogue.”
“That means yes.”
The representative shifted.
“Large-scale change requires cooperation.”
Harper remembered Richard’s house.
Everyone cooperating with the lie because foreclosure felt worse than confession.
“No,” she said.
The board chair warned that rejecting the grant could delay expansion.
Harper nodded.
“Then expansion waits.”
The vote passed by one.
Chloe’s vote.
The donor withdrew.
For three months, the foundation struggled.
Then the story became public.
Not because Harper leaked it.
A former donor employee did.
Small donations arrived.
Twenty dollars.
Fifty.
Notes from adults whose parents had used their names for debt.
One envelope contained seven dollars and a child’s drawing of a locked door.
The message read:
For people who need their own key.
The fund recovered half the lost grant through thousands of ordinary donors.
No one gained veto power.
At the next board meeting, Harper proposed a permanent rule.
No donor may control whether the foundation investigates, reports, or litigates financial harm.
Chloe added:
No gift is large enough to purchase silence.
The rule passed unanimously.
Madeline wrote it into the bylaws.
Then retired as chair.
Everyone objected.
She ignored them.
Chloe became the new chair.
At the ceremony, Madeline handed her one black binder.
No flowers.
No speech.
Only:
“Read final pages.”
Chloe nodded.
Harper watched from the second row.
Ava whispered:
“Is this emotional?”
“Very.”
